You will recall a telephone conversation we had some little time ago about privileges and immunities for UNRRA in Hong Kong. I have now received from Washington a further telegram on this subject which would seem to indicate that there has been some misunderstanding both in Hong Kong and in some Department of the Foreign Office about the nature of the privileges which are being requested. I am, therefore, enclosing a copy of the telegram in the hope that you will be able to clear the matter up.
The substance of it is that UNRRA is asking not, as apparently the Hong Kong Government thought, for diplomatic privileges for UNRRA personnel, but for the privileges and immmunities recommended by the Resolutions and, in fact, con- ferred by HMG in the Diplomatic Immunities (Extension) Act.
